The report concerns some graduates of the U.S. Naval Academy who may have received preferential treatment in their post-graduation assignments to allow them to participate in professional athletics. It identifies service policies and procedures that apply to military officers who participate in professional athletics and examines whether professional-caliber athletes have been shown favoritism.

This study provides perspective on the debate over personnel and compensation policies by documenting the evolution of military officer personnel management policies from Colonial times to the present. Emphasis is placed on the provision of the required number of properly trained officers during both war and peace. The historical development of a managerial class in industry is also examined, partially because personnel practices of business firms have been held up as examples of efficiency for the services. This is shown to have little basis in fact. The evolution of the military officer and his counterpart in industry is traced through six historical periods. (Author)

The Directive authorizes the issuance of Department of Defense 6025.12-STD, 'Joint Healthcare Manpower Standards (JHMS),' consistent with DoD 5025.1-M, to provide to DoD Components a uniform process for determining peacetime healthcare staffing requirements. It provides a basis for ensuring the efficient use of DoD healthcare manpower resources.

The study examines the adequacy of current officer-separation policies in light of the congressionally mandated 6-percent cut in active-duty officers, 1 percent of which must be achieved in fiscal year 1987, 2 percent in fiscal year 1988, and 3 percent in fiscal year 1989. The Congress imposed the 6-percent reduction because of concern about the overall size of the officer corps and its disproportionate growth relative to the enlisted force in the past 5 years. The work concentrates on policies affecting company and field grade officers-lieutenant through colonel in the Army, Air Force, and Marine Corps and ensign through captain in the Navy. These officers comprise over 99 percent of the total active-duty officer force. The study does not include general or flag officer ranks, which are managed under separate legislation.
